At a press conference Monday in Watertown, Superintendent Beach called Davis a hero.
A friend of a young mother slain along with a state trooper in northern NY says she was devoted to her son and always willing to help people.
"This has a awful effect on everybody", the superintendent added.
"I just want everyone to know what a wonderful, wonderful man he was, going to try to provide assistance in a very bad situation", Jenne said through tears, "and he's going to be seriously missed by all of us".

Beach said that Davis has not given a statement to police and that a motive is not known. "This is a bad, awful loss to this community", said the New York State Police representative at Monday afternoon's news conference. Police say another woman who lives in a shed on the property was shot in the torso.
Local news reports say Walters is an active duty infantryman at neighboring Fort Drum. The soldier is a 10-year veteran who served two tours in Afghanistan.
He was sentenced in Ottawa County Juvenile Court to complete 40 hours of community service and complete a rehabilitation program after pleading guilty in the destruction of tombs case.
The suspect, 32-year-old Justin Walters, surrendered without incident.
According to the U.S. Army, Walters comes originally from the town of Zeeland, MI. It's unclear exactly when he moved to NY state.
The soldier was charged with two counts of murder - first-degree for the officer, and second-degree for his wife.
USA Today reports that Davis responded to a domestic call at the double-wide trailer shared by the couple.
But his arraignment had to be delayed after Walters failed to answer the judge's questions.
He is scheduled to be re-arraigned Monday night in Town of LeRay Court.
Defense Attorney Eric Swartz waived a preliminary hearing. She had been shot multiple times. Mikels said he didn't think Justin Walters would be capable of killing his wife. "If she knew you needed help, she would help out".
Trooper Davis, of Evans Mills, NY, was 36 years old.
The New York State Police will honor Trooper Davis at his funeral in Watertown, New York on July 15, 2017. He is survived by a wife and three children.
"He was a good husband and a father". A fellow trooper found him in a ditch wearing his state police issued bullet proof vest.
Andrew Cuomo released a statement early Monday morning regarding the shooting death of a State Trooper.
Assembly Speaker Carl E. Heastie also issued a statement on Davis' death: "I am deeply saddened to learn that NY has lost another fearless member of our law enforcement community".
