Secretary of Energy Rick Perry apparently spent 22 minutes on the phone last week discussing global energy issues with someone who he believed was Ukrainian Prime Minister Volodymyr Groysman.
The 22-minute conversation on July 19, which appeared to be aided by a translator, covered a range of issues including the Paris Climate Accord and the sanctions against Russian Federation.
Perry also discussed the Paris climate accord and coal exports on the call. They discussed, among other topics, a fuel that is made from home-brewed alcohol and pig manure.
"Secretary Perry is the latest target of two Russian pranksters", Hynes said. The Energy Department confirmed with The Washington Post that Perry had indeed been pranked on a telephone call and that the culprits were two Russian pranksters who had previously deceived other public figures.
This is partly true: while the Pentagon is chiefly in charge of protecting the U.S. from major threats, the National Nuclear Security Administration is a semi-autonomous agency within Perry's Department of Energy.
The phone call had reportedly been arranged a few weeks after Perry met with Groysman and his delegation on June 20.
The 22-minute call touched on several topics including Ukrainian oil and gas, the proposed Baltic Sea pipeline and USA coal exports.
Totally believing the story, the energy secretary then went on to say he was looking forward to meeting with their president for a more in-depth briefing on the biofuel. Perry told the pranksters that America stepping away from the agreement shouldn't damage the relationship with Ukraine.
They also wondered if Ukraine could get a cut-rate deal on US coal exports. "We tried to divorce the politics from this and really just let our record stand, one that I'm very proud of".
Audio of the conversation was posted to a website called Vesti.ru.
Kuznetsov and Stolyarov have adopted the same practice as the Jerky Boys, an American pranking duo that sold millions of prank call recording in the 1990s. Groysman would more likely speak Ukrainian for official purposes, but this slipped past Perry's notice.
"Giving Ukraine more options with some of our technology is, I think, in everyone's best interest with the exception of the Russians, but that's OK". In 2015, the pranksters were successful in targeting Elton John, posing as Vladimir Putin. Perry seems to be helping that agenda even further by simply being dumb as a fucking box of rocks and taking calls with people who brag about new biofuels based on pig shit.
