On Sept. 29, Billie's body was found in a wooded area behind a Charlotte church about 300 yards from Brown's childhood home.
The U.S. attorney's office in Norfolk, Virginia, announced a charge of kidnapping against Eric Brian Brown, 45, a 21-year Navy veteran. He visited the fast-food establishment where Billie worked nearly every day and attempted to flirt with her, according to witnesses.
A USA district court criminal complaint shows that investigators believe Billie was kidnapped on the Joint Expeditionary Base Little Creek. Video showed her arriving to work September 18 at Joint Expeditionary Base Little Creek Fort-Story, the last place she was ever seen, according to WAVY-TV.
A retired Navy veteran was arrested Wednesday in the kidnapping of a 19-year-old Maryland woman.
Billie's coworkers also told Federal Bureau of Investigation agents that Brown frequented the Blimpie's and other surrounding businesses, and that he tried to flirt with Billie. He had access to area bases, and investigators believe he is homeless and lived - at least partially - on the Navy bases. The auto could later be seen leaving the facility, though it was unclear who was behind the wheel.
Billie had Brown's DNA on her body, prosecutors said, according to NBC.
Investigators have not revealed the exact cause of Billie's death.
