It will be decided at the point, if Stokes is to be reinstated to the national team and, if possible, for the remainder of the Ashes series.
Ben Stokes has been named in England's squad for the one-day worldwide series with Australia that follows the Ashes, but his return to the global arena remains subject to the outcome of investigations from the police and the England and Wales Cricket Board (ECB).
Stokes is now playing his cricket with Canterbury while a decision is being made. He was subsequently overlooked during the selection of the squad for the Ashes, which England now trail 0-2. England Cricket Board receives a formal confirmation about all-rounder Ben Stokes has either been punished as charged or that he will face no charges, they would assemble within 48 hours to make a decision on his availability for the team at that stage.
"Selectors were given clear guidance to name their strongest squad and have made their selections accordingly", an European Central Bank release stated.
Hales missed the final two ODIs of the summer against West Indies after being present when Ben Stokes was arrested in Bristol on 25 September, with Roy taking his spot and hitting 84 and 96 alongside an in-form Bairstow.
"The two openers we had did very well and it would be hard to go against them", said Bayliss, with the caveat that he is yet to discuss the matter with his captain, Eoin Morgan.
'We can bring Hales back in and drop one of those guys down, but then it would be someone else upset as well.
Trevor Bayliss further stated that all these matches would help them in their preparations for the ICC World Cup 2019, which England would be hosting. The players are thus likely to get their rest during the T20I series. "At the same time, we're still two years away and there might be some younger players, like Craig Overton for example, who comes into the team and does well", cited Bayliss.
With Joe Root coming in at No 3, Morgan - the captain - at No 4, and the likes of Jos Buttler and Moeen Ali also in the middle order, the chances are Hales will need an injury to, or a drastic loss of form by, a team-mate to reclaim his place.
Bayliss admitted some consideration was given to leaving Stokes out altogether for the sake of plans not chopping and changing but, as has already been the case on this Ashes tour, there is an acceptance that whenever he does return "it is going to be a bit of a circus". "The two guys who have taken over, I just think that's the best way to go".
