The body of a young child has been discovered along a Northern Calfornia river by teams searching for a missing family whose SUV crashed into the rain-swollen waterway last week, authorities said Friday.
The children's adoptive parents, Jennifer and Sarah Hart, and three of their siblings were confirmed dead after the crash, police said. Authorities believe Devonte, 15, Hannah, 16, and Sierra, 12, may have been in the vehicle and were swept out to sea.
Child Protective Services also monitored the home on March 27, unaware the family had been in a crash in Mendocino County, California. "The theory is the child is from this vehicle".
We asked the grieving grandmother if she knew whether Downs had been threatened, or had been in fear for her life. He begged them not to tell his moms, the report says. "Until we dig into it a little deeper and find out some of their history.we won't know".
The announcement came during a Mendocino County Sheriff's Office news conference updating reporters on their efforts to locate Southern California resident Sandeep Thottapilly, his wife and two children whose SUV is believed to have plunged into the Eel River. Toxicology results for a third child killed are still pending, Carpenter said. He said they were trying to get information about the unidentified body out to the public.
"Because fo the time in the ocean, the facial features were not there to allow the [biological] family to identify", Allman said. But the family also kept distance from the outside world. A CHP spokesperson described it as: "Pure acceleration all the way".
There were no skid marks at the scene, Carpenter said. Days later, a tourist spotted the SUV at the bottom of the cliff. A surveillance image from a Safeway in Fort Bragg shows Jennifer Hart purchasing bananas and other groceries on Sunday morning at 8:05 a.m.
The Harts moved to a home in Woodland, Washington, in mid-2017, neighbors said.
Washington state authorities began investigating the Harts for possible child neglect a few days before the five bodies were recovered. In response to an appeal by him, External Affairs Minister Sushma Swaraj said that she is in constant touch with the Indian Consulate in San Francisco and they are coordinating with the police.
Sarah Hart earlier had faced allegations of mistreatment in Minnesota, where she and Jennifer lived when the children were adopted about a decade ago from Texas.
In 2013, a former friend of the Hart family told child welfare officials in OR in 2013 that Jennifer and Sarah Hart deprived the kids of food as punishment.

Vawters says her son was the father of a baby girl, Brielle, and that it's been a rough two months for the entire family. The Mendocino County Sheriff's Office said it may be Hannah or Sierra.
Franklin has since contacted police, state child care workers and now she plans to reach out to a lawyer.
