The two Koreas had agreed earlier this month to hold such a summit in the demilitarised zone at the border truce village of Panmunjom, when South Korean President Moon Jae-in sent a delegation to Pyongyang to meet with Mr Kim.
"Both sides will continue working-level discussions (on the agenda) while focusing on the issues surrounding the denuclearization of the Korean Peninsula, the stabilization of peace and the development of relations between the South and North".
In their latest call on March 16, while the two countries' trade representatives were holding a third round of trade talks in Washington, Moon asked Trump to have a "keen interest" in the matter and work toward a speedy trade agreement before their respective summit meetings Kim, the Blue House said at the time.

South Korea settled disputes with the Trump administration over steel tariffs and the revision of a free-trade agreement this week.

The North's official media omitted Kim's reported comments opening dialogue with the United States that were carried in Chinese state media. "Both South Korea and the United States have their own domestic procedures, so we're not at a signing stage because those procedures take time", the official said.
Around that time, South Korean negotiators started to see a glimmer of hope they could save the trade pact, which has seen the US goods trade deficit with South Korea double since 2012 when it took effect.
Trump may be suggesting that a prospective nuclear deal with North Korea is desired by South Korea, so by delaying it the US could extract better trade terms with the South. It is even worse when we remember that this is the ally that has gone out of its way to do the diplomatic work that the USA could not or would not do.
"The negotiations started to make progress around March 17, and that's why our trade team chose to stay longer because they thought agreement was finally within reach", said a South Korean senior trade ministry official.

South Korean envoys who met with Kim Jong Un in Pyongyang this month said he had expressed willingness to negotiate with the United States about normalizing ties and giving up his country's nuclear weapons in return for security guarantees. "Later on, we got closer and our relations developed to something like a bromance". But he warned, "I may hold it up until after a deal is made with North Korea".

North Korean official Ri Son Gwon after the meeting hailed the agreement over the summit he said provides "immense expectations and new hope for the entire nation that desires for peace on the Korean Peninsula".
"We'll see how it all turns out. This suddenly became a win-win".
